    Cultivating Talent Along the Silk Road, Writing a New Chapter for Vocational Education Going Global — Our College Successfully Launches China-Kazakhstan “Qinling Workshop” Project in Kazakhstan

    From May 25 to 28, 2026, a five-member delegation led byCheng Shuqiang, President ofShaanxi Technical College of Finance & Economics,visited Almaty, Kazakhstan, to advance the national strategy of “vocational education going global” and promote the high-quality development of the China-Kazakhstan “Qinling Workshop” as a key cross-border project. Through a series of corporate visits, project presentations, multi-party negotiations, and signing and unveiling ceremonies, the delegation leveraged the “Qinling Workshop” as a core platform to build a new ecosystem for cross-border vocational cooperation, joint talent cultivation, and direct employment pathways, significantly accelerating the College’s internationalization process.

    During the visit, the delegation maintained a tight, pragmatic, and highly efficient schedule, precisely aligning with Kazakhstan’s educational, industrial, financial, and business resources. The team visited Baicheng Tax Agency (Kazakhstan), the “Belt and Road” Academy of Sciences, Almaty Technical University, Industrial and Commercial Bank of China (Almaty) Joint-Stock Company, and the Hebei Chamber of Commerce in Kazakhstan. In-depth exchanges and negotiations were conducted on project implementation, talent training, and cooperation models.

    At Baicheng Tax Agency,both sides focused on differences in fiscal and taxation systems between China and Kazakhstan and the talent pain points of Chinese-invested enterprises in Kazakhstan. They identified a critical shortage of professionals skilled in both finance, taxation, and accounting, reaching a consensus on school-enterprise collaborative training and the joint establishment of a targeted talent pipeline.

    At the “Belt and Road” Academy of Sciences,discussions centered on the strategic positioning, construction standards, and operational pathways of the “Qinling Workshop” in the broader context of Silk Road industrial development, providing think-tank support for the project’s standardized and sustainable advancement.

    In high-level talks with Almaty Technical University,the two institutions exchanged views on modern vocational education reform, focusing on joint program development, faculty exchange, and collaborative research. Emerging fields such as accounting and finance, digital technology, and artificial intelligence were highlighted as key areas of cooperation. A framework inter-institutional agreement was signed on the spot, committing to early implementation of substantive activities including faculty-student exchanges and joint curriculum development.

    At the Industrial and Commercial Bank of China (Almaty) Joint-Stock Company,both parties conducted a precise analysis of financial sector talent demands and signed a school-enterprise cooperation agreement, establishing an integrated closed-loop talent development model of “vocational training – corporate hiring – overseas employment,” effectively empowering the accounting and finance industries along the Belt and Road.

    During the meeting with the Hebei Chamber of Commerce in Kazakhstan,the two sides engaged in in-depth discussions on labor needs of Chinese-invested enterprises, identifying talent gaps in major infrastructure, modern agriculture, and fiscal and tax services. The Chamber pledged to serve as a vital bridge, facilitating the precise alignment between “Qinling Workshop” talent cultivation and industrial demands.

    On the afternoon of May 27, the signature achievement of the visit – the Four-Party Strategic Cooperation Signing Ceremony and the “Qinling Workshop” Project Unveiling – was solemnly held in Almaty. Representatives fromShaanxi Technical College of Finance & Economics, Almaty Technical University, Industrial and Commercial Bank of China (Almaty) Joint-Stock Company, and the “Belt and Road” Academy of Sciences gathered to sign a comprehensive strategic cooperation agreement based on the principles of “resource sharing, complementary strengths, mutual benefit, and coordinated development,” and jointly unveiled the “Qinling Workshop” plaque.

    This four-party collaboration creates an innovative “college-enterprise-college” cross-border vocational cooperation model, integrating high-quality educational resources from Chinese and foreign institutions, industrial resources from financial entities, think-tank resources from research academies, and channel resources from industry chambers, enabling multi-stakeholder synergy. As the core operational hub of the College in Central Asia, the China-Kazakhstan “Qinling Workshop” will systematically integrate Chinese vocational education standards, curricula, and training models, cultivating locally adapted, high-quality technical and skilled talent equipped with both Chinese cultural literacy and local market capabilities for countries along the Belt and Road. It will provide a stable talent supply and intellectual support for Chinese-invested enterprises in Kazakhstan, thereby deepening Sino-Kazakh economic, trade, and people-to-people exchanges.

    This mission to Kazakhstan, distinguished by its high-level engagement and fruitful outcomes, has not only successfully established the overseas physical platform of the China-Kazakhstan “Qinling Workshop” but also fully opened up comprehensive cooperation channels between the College and educational, industrial, and financial sectors in Central Asia. It marks a significant milestone in the College’s efforts to promote vocational education going global and serve the Belt and Road Initiative.

    Moving forward,Shaanxi Technical College of Finance & Economics willcontinue to align with the national blueprint for opening up vocational education to the world, unwaveringly pursuing an internationalized, open, and connotation-driven development path. Using the “Qinling Workshop” as a strategic vehicle, the College will further deepen multi-dimensional cooperation among institutions, enterprises, and research academies, enhance the cross-border talent cultivation system, and strive to build a distinctive and high-impact model for vocational education going global, contributing robust “Shaanxi Finance & Economics wisdom” to the high-quality development of the Belt and Road and the opening up of China’s high-level vocational education to the world.
